Over the years, Mason has become very active in creating International MOUs and Agreements. To make the process convenient, an electronic MOU (e-MOU) system has been created.
Before drafting an International MOU or other agreement, submitters must complete a Notification of Intent form within the electronic MOU (e-MOU) system. The e-MOU system also asks the submitter to provide in-depth information about the partner institution. That information is important for evaluating the fit between the proposed agreement and Mason’s strategic global goals. Upon approval by the Provost and the VP for Global Strategies, the draft MOU or Agreement is forwarded to Mason’s MOU Committee for review. That Committee, composed of representatives of many university offices, is tasked to ensure that university policies are followed and the terms of the proposed agreement are drawn up in accordance to the guidelines of the Office of University Counsel.
Depending on the type of collaboration, one of the following templates is necessary to draft the agreement:
Memorandum of Understanding (MOU)
A general Memorandum of Understanding is a preliminary agreement typically expressing the intent to explore more specific plans in the future. At Mason, the standard term is four years.
An articulation agreement is an officially approved agreement that matches coursework between institutions.
Student Exchange Agreement
An agreement that facilitates temporary study at another institution. “Student Exchange” here refers to a two-way exchange of students between two institutions. Tuition is paid in the home institution. Parity between institutions is monitored to maintain status for continued collaboration. If the collaboration involves only students coming to Mason, this agreement is generally not desirable unless the international institution provides incentives such as scholarships for Mason students, opportunities for faculty or graduate students, or other considerations
The Center for Global Education is the main unit that administers and coordinates short-term student exchanges. It charges an administration fee for each incoming student.
Dual Degree Agreement
A dual educational program is one in which students study at two or more institutions, and each institution awards a separate program completion credential (diploma) bearing only its own name.
Joint Degree Agreement
A joint educational program is one in which students study at two or more institutions and are awarded a single program completion credential (diploma) bearing the names of each of the participating institutions.
An agreement that details the specific terms of a proposed project or program which may include financial arrangements, program scope and definitions, statement of work, period of time involved, and other relevant matters. Different programs usually have separate agreements.
